SCALE DRAWINGS are nothing more that Fractions or Ratios used to ENLARGE or REDUCE something.

It would be impossible to have a Blueprint (drawing for a house design) that is drawn with the actual measurements of the house. Similarly if you had something very small, you need to enlarge it.

There are two words:  SCALE and SCALE FACTOR.
SCALE FACTOR is used when the units are the same:  A SCALE < 1 is a Reduction and a SCALE > 1 is an Enlargement.

SCALE is used for different Units: Maps measurements may be drawn small units such as INCHES or centimeters with a SCALE that:   1 Foot  = 12 Miles  or 1/2 Inch = 4 miles.

SCALE DRAWING Problems can all be solved as RATIOS or PROPORTION Problems.
Finding the UNIT RATE (Scale) can also be ​helpful when solving problems.
1 Foot = 10 miles means that 1 Inch would equal 1 Mile
1 Inch = 5 miles means 1/2 inch = 2.5 miles.  1/4 inch = 1.25 miles.  2 inches = 10 miles
if 1/2 inch = 4 miles, than 1/4 inch = 2 miles; 1 inch = 8 miles.
